        <abstracts>
Since Justice and Development Party, or Adalet ve Kalkinma Partisi (AK Party) came to power in 2002, Turkey has launched an active foreign policy to increase Turkey’s influence in the Balkans including Bosnia and Herzegovina. This foreign policy strategy uses soft power through proactive diplomacy, revives historical ties in the region, and develops educational and cultural programs. During the last decade, Turkey has pursued these policies in Bosnia and Herzegovina but not all ethno-national groups welcomed this strategy. In Bosnia and Herzegovina Muslim Bosniaks have a large population but they are not the only ones whose opinion matters for long-term, effective, and conciliatory consequences for Turkish foreign policy in the country. This article examines contemporary Turkish foreign policy in Bosnia and Herzegovina; how the whole multiethnic and multi-religious society of Bosnia and Herzegovina perceive this policy; and makes some policy recommendations for Turkey to improve its foreign policies in the region.

        <abstracts>
About 12.8% of global gas consumption is coming from Europe whereas it only produces 2% of global gas volume. Therefore, ensuring a diverse, secure, and affordable supply of natural gas is vital for Europe to maintain sustainable growth. In this paper, an economic perspective will be provided for a new pipeline project, namely Turkish Stream that is expected to transport natural gas to European Union (EU). A demand and supply analysis will be performed in terms of understanding whether EU really needs such a pipeline and in particular there will be a focus for the implication of this new project for Turkey.

        </artTitles>
        <abstracts>
Since the second half of 2009, the number of comments, articles and columns asserting that Turkey turned its face towards the South and the East by growing away from the Transatlantic system, and also indicating that Turkey was in a process of axis shift, increased to a great extent in leading newspapers and journals of the Western world. Debates on the axis shift and Turkey’s search for alternatives show us that Turkey now pays greater attention to political or economic alternatives than before. Turkey has not experienced a serious “axis shift” in its foreign policy, but it is certainly going through an “axis expansion”. The most important aspect of Turkish foreign policy in the process of axis expansion is undoubtedly taking place with the multi-faceted relations developed with Russia.

        </artTitles>
        <abstracts>
Turkey-Africa relations have been soaring on economic, political, social and cultural plans in recent years. In the sphere of development assistance, Turkey’s development aid to the African continent has dramatically increased in the last decade. This paper first investigates whether Turkey’s development aid policy in Africa can be explained from a constructivist perspective. It then tries to understand the constructivist roots of Turkey’s African policy at the discursive level. By looking at Turkey’s African policy, most particularly to the Sub-Saharan African one through the lenses of constructivism, it, secondly, tries to assess whether this newly “constructed” African policy of Turkey through a three level discourse (1) Humanitarian diplomacy, 2) anti-colonial discourse and 3) Turkey-as-a-rising country discourse) has achieved success on the ground despite its limitations and the challenges that Turkey has experienced in recent years. In the final analysis, this paper concludes that Turkey currently pursues a selective engagement policy in its development aid policy towards Africa by giving priority to the Horn Africa region (Somalia, Sudan, Ethiopia, Kenya and Eritrea), as well as to three other Sub-Saharan countries, Senegal, Niger and Mauritania and this is a good indicator in showing the constructivist roots of Turkey’s development aid policy largely focused on regions having a high Muslim population and past historical ties with the Ottoman Empire.

This article analyzes Turkey’s Syria policy with particular reference to a nascent international legal and political norm, responsibility to protect (R2) by reliance on a detailed review of the discourse and statements of the Turkish political elites. To this end, the author argues that Turkey relied on this norm to justify its policy by which it asked the Assad regime to take proper measures to protect the people, and later stage, to step down because the regime was viewed as source of failure to protect the Syrian people. As the two authors study this question in the context of the Christian doctrine of God’s incarnation, both the world history and the personal experience of God are seen as the means of approaching the fullness of timeless unity of creation with the Creator, i.e. as the process of education (paideia).

The article “Recepcion of Boehme’s theosophy in Schelling’s philosophy” is supposed to clarify the connection between theological ideas of Jacob Boehme and the philosophy of Schelling, which should also contribute to a deeper understanding of the essence of German idealism in general. As Boehme is the first philosopher, signaling the principles of classical German philosophy, his teaching is closely related to the whole future history of classical philosophy. On the example of Boehme’s theosophy the article attempts to show the relationship of religious beginning of the German post reformation´s mysticism of Jacob Boehme with the principles of Schelling’s philosophy.
