          <abstract lang="ENG">International processes always were characterized by a reciprocal and mutual influence and interpenetration of cultures, by internationalization of the most advanced values of human life, which showed their efficiency during the centuries and millennia. Many peoples and societies with different characteristics and value systems (collectivist or holistic and atomic, classical and relatively young) participate in these processes. Especially in the era of globalization have been evident contradictions between cultures and value systems of the peoples. The article shows the reasons for these differences, the inadmissibility and contra productivity to impose values of the individualist societies upon the peoples with millennial cultural traditions.</abstract>

Finland has never joined any military alliances and keeps being devoted to the policy of neutrality. However, there are enough political forces inside the country that look forward to Finland joining the alliance. The Finnish Government officially keeps following the policy of non-joining any military or political blocs. The position of Russia about the problem concerned is as following, Finland should keep being the neutral state.</abstract>

Among other things Russia develops and implements its reforms. Meanwhile the situation for Russia is changing for the better, because it takes an active part in global economic processes, participates actively in foreign trade.</abstract>

          <abstract lang="ENG">The article is devoted to the Note Crisis in Finno-Soviet relations in 1961 and its impact on the foreign policy of neutrality conducted by Finland. Considering the grounds of the crisis, author examines the main bearings of domestic and foreign policy of Finland on the threshold of the crisis (1958-1961). The main accounts of the crisis provided by the Russian, Finnish and Scandinavian politicians and historians are analyzed in the article. Author resorts to the theory of Nordic Balance as the most exemplary approach to understanding of the nature of foreign policy of Great Powers in the North of Europe.</abstract>

          <abstract lang="ENG">As the World War One broke out, the policy of the imperial center towards the Great Duchy of Finland, which had been directed at limiting the Finnish autonomy, became still stricter due to the martial law. In these circumstances Finnish separatist circles in their struggle against the center tried to get support from Germany. The German military leadership, in its turn, was interested in rendering support to separatist movement in the Russian border regions, including Finland, in its aspiration to weaken Russia. After the February revolution of 1917 there appeared real conditions for restoration of the Finnish autonomy in full amount and its further development.</abstract>

          <abstract lang="ENG">This article analyzes the various concepts of responsibility in European philosophy: Antiquity (Plato, Aristotle, Cicero), Middle Ages (St. Augustine, St. Thomas Aquinas), Modern Times (Hobbes, Locke, Kant ) and modernity (H. Arendt, D. Bonhoffer, J. Maritain, G. Yonas, J. Habermas). Based on the research conclusions about the dialectic of the concept of responsibility in the history of philosophy, reflecting the development of socio-cultural processes, the formation of selfconsciousness, the progress of political, legal and ethical standards. This controversial and long-process was accompanied by the formation of a culture of responsibility, having its institutional features, axiological and theoretical grounds. It is also noted that in the twentieth century and the new trends emerged in the philosophical conceptualization of responsibility caused social and political changes, globalization and cross-cultural transformations.</abstract>

          <artTitle lang="ENG">MARK BLOCH: THE FIRST WORLD WAR IN THE CONTEXT OF HISTORICAL ANTHROPOLOGY</artTitle>

          <abstract lang="ENG">This article is devoted to the study of the image of World War I in the context of the formation of the methodology of the school of historical anthropology. The analysis is carried out by reference to the legacy of one of the founding fathers of historical anthropology and the journal "Annals" Martin Block, who, as a veteran of two World Wars, was thinking about them in comparative perspective. World War I is analyzed by the French scientist through the prism of his personal impressions and memories: he testifies, and as a direct participant in these events, and as a historian, adequately responding to the challenges of modernity. The author believes that the M. Block was able to build a fairly well-reasoned line of historical and anthropological continuity between the two World Wars. The conclusion is that in the writings of the French historian created multi-faceted, full of anthropological characteristics of canvas event World War I, which is viewed through the prism of the causes and factors "strange defeat» of France in 1940.</abstract>
