The article investigates the problems of information society formation. The appearance of this society results in the new world political life phenomenon: e. g. information wars, electronic diplomacy, electronic state and etc. Information turns out to be the main factor of the modern world governance, the main instrument of all powerful relations. The information process is becoming the leading tendency of the contemporary world development.
